Abstract

Goal setting in measurable terms is a major step for things to happen. Subsequently, models emerge and then question that comes in is that how those models would be implemented? The search for the solutions indicates towards the role of the “will” of the implementing agencies so much so that their motivation absorbs magnitude of the tasks. Then comes in the question of sustenance of the derived efficiency levels of the models and the solution emerges in the form of sustenance of commitment that depends on sustained integrity; but, this is not a solution. Based on the analysis of organizations and people who made a difference in achieving the goals, “spirituality” is proposed as a key word. The paper demonstrates the role of spirituality in the successes of processes and adoption of spirituality to keep commitment alive through sustenance of integrity. Mismanaged government schemes are quoted; reasons are discussed while substantiating the fact that it would have been the other way if “spirituality” would have existed. Furthermore, in the process of emerged understanding, co-creation of value evident in the process is also acknowledged. Examples propelling co-creation-based public service delivery deriving value present three aspects to be observed. Firstly, elements of value co-creation are intrinsically connected (Vargo et al. in Eur Manage J 26: 145–152, 2008). Secondly, a desire and experience of various freedoms instigates and propels value co-creation through strengthening of its elements individually and compositely (Spohrer and Maglio in Prod Oper Manage17: 238–246, 2008) and lastly, an opportunity for participation strengthens the interconnectivity and results of such elements through realization and propulsion of freedoms (Sen in Development as freedom. Oxford University Press, New Delhi, 2000).
