Context and Objectives

India is one of the fastest growing major economies in the world. This growth is dependent on energy, so maintaining this growth trajectory would require the country to ensure its energy security. It is being increasingly recognized that going forward, the country needs to diversify its primary energy sources and attempt to explore cleaner and renewable sources of and solutions for energy.1 The arguments are as follows: the need to ensure energy security by reducing dependence on fuel imports, securing development dividends through poverty linkages, GHG emissions and the risk of climate change and health benefits of cleaner and renewable energy and clean energy solutions. India has taken several important measures and has made a steady progress in this direction by putting in place a number of institutions, mechanisms and policies, although a lot remains.
