Abstract
This research identifies and quantifies hidden cost of public infrastructure projects, using Kolkata East–West Metro as a case study. Factors considered as social benefits were found to impose this hidden cost on the society during construction. Using data from surveys, cost analysis showed a road blockage of 1.5 km with a diversion of 0.9–1.09 km incurred a loss of ` 8414,014.00 p.a. for extra fuel, subsidy, lost man-hour, pollution etc., but excludes cost for vehicle maintenance and accidents. Such socio-economic analysis is essential in initial and rescheduled planning. Light was thrown on policymaking for mega infrastructure projects of developing world with similar parameters.
