Abstract
Being a land of stark social divisions, India has perennially suffered deep dilemmas. While, for example, the overwhelming chunk of humanity has had little difficulty in recognising a very straightforward and fundamental necessity of universal basic education, India has for long nurtured a muddled thought and ambivalent standpoint on such a basic issue.
