Let me begin by noting that there was a quality of desperation in Prime Minister Koizumi’s swing through the ASEAN countries in January 2002. A Vietnamese official I was speaking with at the time told me that it seemed to be a hastily puttogether affair that was all show and little substance whose main purpose was not stated, and that served to counter the proposal floated by People’s Republic of China (China) in October 2001 to form a free trade zone with ASEAN.
