„Deutschland ist Breitbandentwicklungsland“. Diese Überschrift eines Zeitungsartikels in der Frankfurter Allgemeinen Zeitung vom 04. März 2005 umschreibt—wenn auch in etwas übersteigerter Form—ein Dilemma, das den deutschen Markt für schnelle Internetzugänge seit der Einführung breitbandiger Informations- und Kommunikationstechnologien kennzeichnet. Die Betrachtung der Breitbanddiffusion im internationalen Vergleich lässt den Rückschluss zu, dass Deutschland, gemessen an seinen Potenzialen und seiner Wirtschaftskraft, lediglich unterdurchschnittliche Penetrationsraten aufweist. Darüber hinaus wird der aktuelle Rückstand zu den großen Breitbandnationen wie den USA oder Südkorea auch nicht durch entsprechend höhere Wachstumsraten bei den Teilnehmerzahlen kompensiert. Sowohl aus betriebswirtschaftlicher als auch aus volkswirtschaftlicher Sicht stellt dies ein gravierendes Problem dar, zumal eine hohe Breitbandpenetration durch die Stimulierung von Investitionen und die Nutzung und Verbreitung neuer Dienste mit positiven Wachstums- und wohlfahrtsgenerierenden Aspekten verbunden ist. Experteneinschätzungen zufolge wird sich Breitband als einer der Haupttreiber für Innovationen und Investitionen „[...] in den kommenden Jahren zu einem wesentlichen Wettbewerbsfaktor im internationalen Standortwettbewerb entwickeln.“
