Die Entstehung organisationaler Sachzwänge

Eine institutionensoziologische Analyse zum Anstieg der Kaiserschnittrate in Deutschland

Zusammenfassung

Der vorliegende Beitrag befasst sich mit der Entstehung organisationaler Sachzwänge und gibt Empfehlungen zu deren Überwindung. Theoretisch nutzt er Überlegungen aus der Neuen Institutionensoziologie sowie Bourdieus Kapitalientheorie, um eine Konzeption zu entwerfen, die das organisationale Geschehen als einen Zusammenhang von institutionellen Logiken, Praktiken und Ressourcen wiedergibt. Organisationale Akteure treten in diesem Geschehen als bedeutungsstiftende politische Akteure auf, deren Machtkämpfe sich sowohl auf der materiellen als auch auf der symbolischen Ebene abspielen. Die Grenze von Organisation und Umwelt verschwimmt in dem Maße, in dem Akteure gesellschaftliche und kulturelle Repertoires mobilisieren, um ihre Interessen zu befördern. Die Konzeption wird durch eine empirische Fallstudie aus dem Gesundheitswesen unterfüttert, die organisationale Sachzwänge anhand des Anstiegs der Kaiserschnittrate in Deutschland darstellt.

Abstract

The paper discusses how material constraints evolve and provides some advice as to how they can be overcome. In theoretical terms, the paper draws on neo-institutionalist sociology as well as Bourdieu's theory of capitals. The resulting conception portrays organizational life as a nexus of institutional logics, practices and resources. Organizational actors play the role of sense-making political actors who mobilize societal and cultural repertoires in order to promote their interests. Their struggles take place on the symbolic as well as on the material level. The theoretical conception is complemented by a case study that presents material constraints in the health sector in the context of a rising rate of caesarian sections in Germany.
