Abstract
We investigate meta-organizations through a qualitative case study of a strategy development process in a welfare association. The term meta-organization is used to refer to organizations that have organizations as their members. We are aiming to find out special features of such meta-organizations by employing a sense-making perspective. Against this background we discuss the concept of enacted environments in contrast to a perspective which looks at environments as objective phenomena. Our findings suggest that meta-organizations can be characterized by identity ambiguity, sense-giving power and an internal focus of the collective strategy.
