Zusammenfassung
Der wirtschaftliche Niedergang einer Region kann durch Betriebsschliessungen oder den Umzug eines wichtigen – meistens delokalisierten – Unternehmens ausgelöst werden. Es ist jedoch, wie Montesquieu bemerkt, vor allem auf eine Haltung der Mutlosigkeit zurück zuführen, die zunächst die Führungspersönlichkeiten innerhalb der Wirtschaft betrifft und sich dann auf die ganze Region ausbreitet. Wenn man die Situation von der anderen Seite aus betrachtet, kommt man auch zum Schluss, dass Dynamik in erster Linie von der Be reitschaft einer kleinen Gruppe abhängt und dass anschliessend mit anderen Akteuren Synergien geschaffen werden, sobald diese eine bessere Fähigkeit entwickeln um Unge wissheit zu überwinden und mit Unklarheit umzugehen.
