Zusammenfassung
Auch wenn der Markt für Unternehmensberatung nicht mehr die gleichen hohen Wachstumsraten wie in den 1980er und 90er Jahren aufweist (Bundesverband Deutscher Unternehmensberater BDU e.V. 2011), hat sich die Inanspruchnahme dieser Dienstleistung als bedeutende feste Größe beim Management von Unternehmen etabliert. Dies zeigt sich auch daran, dass nach Umsatzrückgängen auf dem Beratungsmarkt in den Jahren 2002 und 2003 in den Jahren 2007 und 2008 wieder zweistellige jährliche Wachstumsraten erzielt wurden (Bundesverband Deutscher Unternehmensberater BDU e.V. 2011). Zurückhaltung bei der Nachfrage nach Beratung in Krisenjahren wird offensichtlich in Zeiten des Aufschwungs wieder ausgeglichen. Diese Entwicklungen legen den Schluss nahe, dass Manager die empfangenen Beratungsleistungen positiv beurteilen. Da Aktivitäten von Managern gemeinhin als rational angesehen werden, kann man weiter annehmen, dass ihrer Beurteilung eine systematische Evaluation zugrunde liegt. Unter Evaluation ist „the process of determining the merit or value of something“ (Scriven 1991, S. 139) zu verstehen. Entscheidungen für Beratungsprojekte stellen gewissermaßen Investitionsentscheidungen dar, d. h. Entscheidungen über die Allokation knapper Ressourcen wie Kapital oder Zeit zu Projekten nach Maßgabe der erzielbaren ökonomischen Ergebnisse. Zur Evaluation von Investitionsprojekten steht eine große Zahl von Ansätzen zur Verfügung (s. z. B. Bierman/Smidt 1993). Empirische Analysen kommen zu dem Schluss, dass der Einsatz anspruchsvoller, aussagefähiger Techniken über die Zeit zugenommen hat (Klammer/Walker 1984; Pike 1996). „For example, the usage of discounted cash flow techniques have increased …, as has the tendency to employ a combination of appraisal methods rather than rely upon a single technique“ (Pike 1976, S. 89). Und „firms have become increasingly aware … of the need to assess the possibility of project failure“ (S. 89). Diese Ergebnisse stimmen überein mit der Beobachtung einer „social obsession with performance“ (Meyer 1994, S. 576) und der zunehmenden Bedeutung von Kontrolle (Power 1994). Alles dies legt den Schluss nahe, dass Manager auch Beratungsprojekte einer aussagefähigen Evaluation unterziehen.
