Abstract
This chapter will use the information presented in chapter 5 in order to develop a potential regulatory scenario for Chinese Railways. First, the shortcomings Chinese Railways face currently will be briefly reviewed, because they implicitly represent the goals of regulatory reform (6.1). Second, a regulatory solution will be developed, which potentially addresses these shortcomings. This solution is derived both from the modern industrial organization theory (6.2) and from the examples of other national railroads (6.3).
