HIV and Methadone Treatment: The German Experience

Abstract

Among physicians and politicians in Western Germany, attitudes towards opiate substitution and methadone maintenance treatment programs (MMTP’s) have basically changed during the last four years. MMTP’s are now perceived as indispensable tools of modern health policy. Beginning in 1987, different types of maintenance treatment for narcotic addicts with or without HIV infections have been established in 7 out of 11 Western German Federal States. This reversal of opinion cannot be explained without the HIV- epidemic and the widely shared belief that MMTP’s can prevent the spread of HIV- infections among active intravenous drug users and reduce the AIDS risk for the society (an expectation, however, which is lacking empirical support from epidemiological studies [Böcker 1991]).
