Abstract
In any attempt to predict future events, it always seems proper to look at the immediate past for the purpose of extrapolating the trends from the past into the future. There are pitfalls in this procedure, as there are in all bases of prediction, but a review of the past is probably as good a place as any to start. At least if past trends are to change, we know that some basic patterns must change; and if such changes are a part of the predictive process, they must be justified. If the driving forces of the past remain unchallenged, then the trends of the past can be a satisfactory guide to the future.
