Zusammenfassung
Die Europäische Kommission verschob das für den 01.01.1998 angekündigte Tierversuchsverbot für den Bereich Kosmetik ins nächste Jahrtausend. Zurückblickend lassen sich zahlreiche Hindernisse aufzeigen, die letztendlich dazu beigetragen haben, daß auch heute und in absehbarer Zukunft weiterhin Tierversuche durchgeführt werden. Neben wissenschaftlich begründeten Verzögerungen, die bei der Durchführung der aufwendigen und umfangreichen Validierungsstudien auftraten, waren es vor allem auch Versäumnisse der Kommission, sich rechtzeitig und gewissenhaft mit den Möglichkeiten und Konsequenzen eines europäischen Tierversuchsverbotes für Kosmetika auseinanderzusetzen, die maßgeblich zum Aufschub des Tierversuchsverbotes führten. Obwohl inzwischen einige Hürden genommen wurden, müssen gleichwohl dringend weitere Maßnahmen ergriffen werden, um die Anerkennung von tierversuchsfreien Methoden voranzutreiben. Aus der Sicht des Tierschutzes sind jedoch jegliche Verzögerungen eines vollständigen Tierversuchsverbotes nicht akzeptabel.
Summary
The European Comission delayed the prohibition of animal testing for cosmetic purposes forseen for January lst, 1998, to the next millennium. Looking back, it is possible to point out a great number of obstacles that finally contributed to the fact that animal tests are still carried out today and will be carried out in the near future. Besides scientifically caused delays that occurred during the realization of extensive validation studies, the delay of the prohibition of animal testings was mainly caused by the Commission that did not deal in due time and thouroughly with the possibilities and consequences of a prohibition of animal testings for cosmetic purposes on a european level. Even though some of the obstacles could be met with, it is still urgent to take additional measures to promote the acceptance of animal-free methods. From the animal protection point of view any delay of a complete prohibition of animal testing is not acceptable.
