Zusammenfassung
Seit Beginn unserer Wissenschaft hat man mit Hilfe der Kreislauftheorie die wirtschaftlichen Phänomene analysiert. Die Stagnationisten übernehmen diese Methode. Sie versuchen, durch eine Betrachtung der wirtschaftlichen Gesamtgrößen den zwangsläufigen Charakter einer Diskrepanz zwischen Investitionsmöglichkeiten und Ersparnisbildung in gewissen Volkswirtschaften nachzuweisen. Dieser Sparüberschuß wird in einer freien Wirtschaft zur Ursache einer säkularen Stagnation.

Es ist indes zu bemerken, daß Keynes als erster die Möglichkeit eines Auseinanderfallens der beiden Größen erkannt hat. Er verfocht diese These in seinem Treatise an Money (1930) und gab sie erst in seiner General Theory auf Grund einer neuartigen Definition wieder auf.

Es ist hier nicht erforderlich, kritisch zu den einzelnen Theorien Stellung zu nehmen. Es sei jedoch betont, daß die moderne Theorie die Auffassung von einem einheitlichen Zins und einem völlig elastischen Angebot an Sparkapital nicht teilt.
Die Elastizität des Angebotes ist der Quotient aus der prozentualen Veränderung der angebotenen Menge (hier der Ersparnisse) und der prozentualen Veränderung des Preises (hier des Zinsfußes), die die Veränderung des Angebotes bewirkt.

Vermutlich durfte eine Zinssenkung - wenn sie überhaupt eine Wirkung hat - eine anormale Reaktion des Sparers zur Folge haben. Ein niedrigerer Zins veranlaßt eventuell die Versicherungsgesellschaften, die Prâmien zu erhöhen. Dies würde den Versicherten sogar zwingen, mehr zu sparen.

It seems clear from the superficial examination that the amount of saving is influenced not only by the size of the national income, but also by the direction of its change. Saving in years of rising income apparently usually runs about five billions higher than savings in years of falling income. This suggests a persistence in habits of consumption. Apparently the first effect of a rise or fall in income is to increase or decrease saving. It may be that only after that rise or fall in income has persisted for a time does consumption respond, so that a major portion of the higher or lower income becomes reflected in higher or lower consumption expenditures. a. a. Colin Clark unterstreicht den engen Zusammenhang zwischen den Veränderungen des Einkommens und denen des Sparens. Er berechnet, daß die Einkommenselastizitât des Sparens in den Vereinigten Staaten zwischen 0,9 und 1 lag. „Das bedeutet, daß im Fall einer Erhöhung des Volkseinkommens, die nicht von einer Einkommensneuverteilung begleitet ist, es praktisch keine anderen Ausgaben gibt, die sich im selben Umfange wie das Einkommen erhöhen, außer den Ersparnissen. This movement (der Kapitalexport) ended in the great depression. Doubtless under more favorable political conditions, there is still room for considerable foreign investment in the less industrialized parts of the world, and it may be expected again sooner or later to be resumed on a fairly large scale. But - the era of development and settlement of new territory is largely over.
