Aids for Multi Objective Decision Making on Development of Transportation Network under Uncertainty

Abstract

The decision making problem considered in the paper deals with development planning of transportation system (TS). The planning process has two-level hierarchical structure. On the higher level (level of national economy planning performed at planning commitee) only decision concerning expected and desired macroproperties of the system are undertaken. Inputs and outputs of the system are considered in aggregated way. On the lower level (performed at communication department) one undertakes decisions relating to the manner of utilisation of the inputs as well as these concerning the organization of traffic flows in the network, planning of work organization, network management etc. The lower decisions are supervised and coordinated by the higher level. In the paper only the higher level planning problem is considered and an approach is proposed aiding the problem. Let the planning interval be T, the required final state vector of TS — x* the planned inputs to TS — u(t), the TS final state — x(T). The final state is treated as objective vector. The required state results from the demand of national economy on the transportation services. The planning problem consists in looking for such control variables u that the final state x(T) at the planning interval T will be possibly close to the required vector x*.
