Conflict Resolution in Water Resources Management

The Case of Lake Como

Abstract

The author presents the results of his analysis of some proposals for improving the management of Lake Como. In particular, he demonstrates that it is possible to reduce flooding and agricultural deficits to less than half their historical values. To do so he first had to solve a multiobjective optimization problem, and then determine which of the efficient solutions seemed to achieve the best compromise among the conflicting interests. The method used for the analysis is general, and can be employed to improve the management of any regulated lake. It has the salient characteristic of exploiting the management’s experience to the full, and of proposing operating policies relatively similar to those used in the past.
