Zusammenfassung

Evaluierung wird häufig als ein weitgehend technisches Instrument verstanden, obgleich die bisherigen Erfahrungen mit diesem Instrument zeigen, daß ihr Erfolg in hohem Maße von Faktoren abhängt, die als Kontextfaktoren zu bezeichnen sind. Denn im Unterschied zu den meisten anderen Formen wissenschaftlicher Analyse stehen Evaluierungen bereits von ihrem Ansatz her innerhalb eines komplexen und häufig auch sehr turbulenten politischen und sozialen Geflechts und dienen gleichzeitig auch sehr oft mit dazu, Reformen und Veränderungen einzuleiten.
