Abstract

We have seen a huge shift over the past twenty years (Mrs Thatcher was elected in 1979) which has revolutionised the role of the state in economy. The state used to be a direct provider of public services in what we called “the mixed economy” but has now become a facilitator or regulator of services provided by the private sector in a market economy. The importance of regulation is now so great that we increasingly talk of Britain as a “regulatory state” — but this is regulation in two senses:
