Ein „optimaler“ Regler K(s) ist die Lösung eines Variations- oder Extremwertproblems der Form
. Ein Regler ist nur dann optimal hinsichtlich des sogenannten Funktionals J, wenn kein anderer Regler existiert, der J weiter minimiert. Das Funktional J wird häufig auch als Kostenfunktion bezeichnet.
