Zusammenfassung
Die meisten Menschen und Regierungen reicher und einflussreicher Länder meinen, keine gewichtige moralische Verantwortung gegenüber notleidenden Ausländern zu haben. Ich habe diese Auffassung anderswo kritisiert und ausführlich für eine solche Verantwortung argumentiert.2 Die meisten derer, die meine Kritik teilen, treten dafür ein, dass reiche Staaten mehr bedürftige Menschen aufnehmen und auch den schon Aufgenommenen volle Bürgerrechte gewähren sollten. Ich werde in diesem Aufsatz dafür argumentieren, dass derartige Forderungen nicht geeignet sind, unserer Verantwortung gerecht zu werden.
