Zusammenfassung

Ein halbes Jahr nach dem Sturz des Regimes von Nicolae Ceausescu fanden in Rumänien erste kompetitive Wahlen statt, die von der Nachfolgepartei der ehemaligen Staatspartei, der Front der Nationalen Rettung (FSN), mit überwältigender Mehrheit gewonnen wurden. Damit beschritt Rumänien einen anderen Weg als die meisten postsozialistischen Länder Osteuropas und entschied sich gegen eine radikale antikommunistische politische Wende und gegen eine ökonomische Schocktherapie. Dennoch leisteten die founding elections auch in Rumänien einen wesentlichen Beitrag zur Institutionalisierung der Demokratie und Entstehung eines pluralistischen Parteiensystems. Obwohl es in Rumänien seit 1990 mehrere vorzeitige Regierungsrücktritte gab, fanden die simultanen Parlaments- und Präsidentschaftswahlen stets zu den geplanten Terminen statt (1990, 1992, 1996 und 2000). Es gehört zweifellos zu den Verdiensten der Amtszeit Ion Iliescus und den in dieser Zeit erfolgten Demokratisierungsansätzen, daß im Zuge der Wahlen 1996 erstmals ein geordneter Machtwechsel möglich wurde.
