Zusammenfassung

Daß freie Wahlen zu den Konstitutionsbedingungen eines liberaldemokratisch verfaßten Staates gehören, ist unstrittig. Alles andere als trivial ist hingegen die Frage, welche Bedeutung Wahlen für die politische Entwicklung eines Landes haben. Wie für alle formal-institutionellen Elemente einer Demokratie gilt auch für Wahlen der Grundsatz, daß deren Funktionsweise in enger Wechselbeziehung mit dem historisch-politischen Kontext steht (vgl. Dahl 1996): Wahlergebnisse lassen sich auf spezifische sozioökonomische, politisch-kulturelle und politisch-institutionelle Rahmenbedingungen zurückführen, wie umgekehrt die Resultate kompetitiver Wahlen eben jene Faktoren stabilisieren oder verändern können.
