Genese, Funktion und Gestalt von Parteiensystemen in jungen asiatischen Demokratien

Zusammenfassung

Die politischen Systemwechsel in den hier untersuchten Ländern — Philippinen, Taiwan, Thailand und Südkorea — sind die bedeutendsten Transformationsfälle im asiatisch-pazifischen Raum seit der Demokratisierung Japans (1945–52). Im globalen Maßstab lassen sie sich einordnen in die von Huntington (1991) beschriebene Dritte Welle der Demokratisierung. Ausgehend vom Sturz des Marcos-Regimes auf den Philippinen im Februar 1986 und gleichsam einem regionalen Domino-Effekt folgend, gaben nacheinander in Taiwan (1986), Südkorea (1987) und schließlich in Thailand (1992) die autokratischen Herrschaftseliten den gesellschaftlichen Demokratisierungsforderungen nach. Während auf den Philippinen ein Systemwechsel unter ökonomischen Krisenbedingungen zu beobachten war, vollzog er sich in den übrigen Ländern in einer Phase langanhaltender ökonomischer Prosperität. Lassen sich Taiwan und Südkorea den Fällen ausgehandelter Transition zuordnen und wurde der Regimewechsel in Thailand weitgehend von den alten Regimeeliten gelenkt, so bilden die Philippinen einen der wenigen Fälle einer von unten erzwungenen Transition innerhalb der Dritten Demokratisierungswelle (Merkel/Sandschneider/Segert 1996: 17). Auch auf der Ebene der von den politischen Eliten gewählten Regierungssysteme zeigen sich signifikante Unterschiede: In Südkorea und Taiwan entschied man sich für ein präsidentiell-parlamentarisches1, auf den Philippinen für ein genuin präsidentielles und in Thailand wiederum für ein rein parlamentarisches Regierungssystem.
