Zusammenfassung

Der Systemwechsel in Osteuropa hat die vergleichende Wahl- und Parteienforschung vor große Herausforderungen gestellt. Sieht man von wenigen Wissenschaftlern ab, so war die regional auf den kommunistischen Herrschaftsbereich konzentrierte Sozialwissenschaftbis zum revolutionären Umbruch kaum mit der Wahl- und Parteienforschung befaßt, zumindest nicht mit den für westliche Demokratien charakteristischen Fragestellungen und Konzepten. Die international vergleichende Wahl- und Parteienforschung ließ aufgrund der grundsätzlich verschiedenen politischen Systemstrukturen die osteuropäische Region außen vor. Ein großer Teil der zu Osteuropa seither vorgelegten Literatur, die sich mit den politischen Prozessen des institution building im weitesten Sinne befaßt, kann als Versuch gelesen werden, diese Herausforderung zu meistern — bisher mit begrenztem Erfolg.
