Abstract
Kosova has undergone significant changes since the establishment of the UN protectorate and the arrival of KFOR forces on the ground. In the beginning, the establishment of the mission was based more on an improvised agenda rather than on a harmonized strategy. Later, in part thanks to improved cooperation with domestic political forces, institutional-building processes have resulted in the two first free and pluralist elections ever held in the history of Kosova.
