Zusammenfassung
Die amerikanische Politikwissenschaft war anfangs stark von Europa her beeinflußt. Francis Lieber, der erste Lehrstuhlinhaber für Politikwissenschaft, war ein deutscher Emigrant. Aber in keinem Land hat die staatswissenschaftliche Tradition Europas sich so tiefgreifend in eine empirisch orientierte Sozialwissenschaft verwandelt wie in den USA. Die “New Science of Politics” Bewegung, die von der Chicago-Schule unter Merriam Lasswell, Gosnell und Leonhard D. White zwischen den Weltkriegen mächtige Impulse erhielt, und die behavioralistische Revolte nach dem Zweiten Weltkrieg waren Wellen antinormativer und antiideengeschichtlicher Orientierung. Die „Epitaphe für eine erfolgreiche Bewegung“, die vorschnell in Adressen an Kongresse der American Political Science Association gesetzt wurden, ließen jedoch kaum erkennen, in welchem Maß traditionellere Approaches auch in der amerikanischen Wissenschaft Beharrungskräfte zeigten. Die Gegenbewegung gegen die New Science of Politics-Bewegung von historisch-institutionell oder ökonomisch orientierten Gelehrten wie Charles A. Beard, Edward S. Corwin und W. Y. Elliot blieb vor dem Zweiten Weltkrieg stark1. Sie hat den Nutzen einer — vor allem sozialgeschichtlich orientierten — Theoriengeschichte immer verteidigt. Der alte Slogan “History is past Politics and Politics present History” (E. A. Freemann) hatte in der Nachwirkung der historisch vergleichenden Schule meist deutscher Provenienz2 noch viele Anhänger. Der Verlust der historischen und der philosophischen Dimension des Faches wurde von weniger Forschern akzeptiert als die Dominanz der szientistischen Bewegung in der “American Political Science Review” vermuten läßt.
