Zusammenfassung

Liest man Berichte über den Kampf gegen die Umweltverschmutzung aus dem 19. Jahrhundert, so ist man erstaunt darüber, wie sehr die damaligen Probleme den heutigen gleichen. Es finden sich die gleichen Bedenken über die Wettbewerbsfähigkeit der Industrie. Es gibt die selben Auseinandersetzungen über die Frage, ob die Regulierung und Implementation auf der lokalen oder zentralen Ebene erfolgen soll. Lokale Politiker treten für niedrige Umweltschutzstandards ein, um die Beschäftigung auf der lokalen Ebene nicht zu gefährden. Die Vertreter von strengen Umweltschutzstandards argumentieren, dass die lokale Verantwortlichkeit deshalb zu einem Regulierungswettlauf nach unten führen werde, oder zumindest zu laxer Durchsetzung der Umweltgesetzgebung.
