Zusammenfassung
Die Policy-Forschung befindet sich heute in einer spannenden Transformations-phase. Nach Jahrzehnten der Dominanz entweder weitgehend atheoretischer oder rationalistischer Ansätze lässt sich seit Anfang der 1990er Jahre die Entstehung einer Vielzahl neuer methodologischer Zugänge beobachten (Fischer/Forester 1993; Hajer/Wagenaar 2002). In einer Reihe dieser neueren, post-positivistischen Ansätze — stark inspiriert von Entwicklungen in der Sozialtheorie und Erkenntnistheorie von Habermas über Rorty bis Foucault — bleibt epistemologisch und methodisch gesehen kein Stein auf dem anderen. Liebgewonnene politikwissenschaftliche Kernkonzepte wie Politik, Regieren, Akteur, Struktur, Institution oder Realität sehen sich in Frage gestellt: Der Dialog mit der zeitgenössischen sozialwissenschaftlichen Theorie stellt sich als alles andere als gemütlich heraus und wird zur veritablen Herausforderung für alte Denkgewohnheiten.
