Ein Beitrag zum Kongreß der Gemeinden und Regionen Europas unter dem Generalthema Parlamentarismus in den internationalen Beziehungen wirft eine heikle Grundsatzfrage auf: Kann dieser Kongreß, der bis vor kurzem noch den schlichten Namen „Konferenz“ trug, überhaupt als Bestandteil oder Entwicklungspotential eines transnationalen Parlamentarismus gewertet werden?
