Zusammenfassung
Eine strategische Partnerschaft für das 21. Jahrhundert war das erklärte Ziel des ersten Gipfels der Staats- und Regierungschef der Europäischen Union und Lateinamerikas und der Karibik am 28./29. Juni 1999 in Rio de Janeiro.1 Gleichzeitig wurden Verhandlungen zwischen der Europäischen Union und dem MERCOSUR, dem engsten Partner in Lateinamerika, über die erste Assoziation zwischen zwei Regionen aufgenommen.2 Die anvisierte strategische Partnerschaft wäre in ihrer Breite und Intensität ein wichtiger Baustein im Mosaik der Außenbeziehungen der Europäischen Union. Aus lateinamerikanischer Sicht war dabei vor allem entscheidend, dass in die Dokumente ein Wandel von Wirtschaftshilfe hin zu Handelsliberalisierung aufgenommen wurde. Das legt eine besondere Beziehung zwischen der Europäischen Union und dem lateinamerikanischen Subkontinent nahe, die im Folgenden in ihrer Substanz hinterfragt werden soll.
