Zusammenfassung
Der „Saure Regen“, der durch die massive Emission und die weiträumige Verbreitung von Luftschadstoffen verursacht wird, stellt eines der großen internationalen Umweltprobleme dar. Seit über 25 Jahren bemühen sich betroffene Staaten um die Lösung dieses Problems durch international koordinierte Umweltpolitik. Aus diesen Bemühungen ist eines der wichtigen auf Europa und Nordamerika begrenzten regionalen Umweltregime hervorgegangen, dessen Entstehung, Entwicklung und Wirkung dieser Beitrag untersucht (grundlegend dazu Schwarzer 1990; Levy 1993; Gehring 1994: 63–194).
