Zusammenfassung

In den letzten Jahren ist die Entwicklung von nationalen Umweltpolitikplänen respektive nationalen Nachhaltigkeitsstrategien im Sinne der Agenda 21 in den meisten Industriestaaten zur politischen Realität geworden. Die Zahl nationaler Umweltpläne ist im Anschluss an die UN-Konferenz über Umwelt und Entwicklung im Juni 1992 in Rio de Janeiro weltweit geradezu explosionsartig angestiegen. Das World Resource Institute listet in seiner Dokumentation inzwischen mehr als 100 solcher nationalen Strategien in Industrie- und Entwicklungsländern auf (WRI 1996). Auf der UN-Sondervollversammlung 1997 in New York (Rio +5) wurde die Bedeutung nationaler Nachhaltigkeitsstrategien für die Umsetzung der Agenda 21 bekräftigt. Die Teilnehmerstaaten wurden aufgefordert, spätestens bis zum Jahr 2002 eine nationale Nachhaltigkeitsstrategie zu entwickeln. Im Rahmen der OECD haben gegenwärtig 20 von 26 Mitgliedsstaaten einen Planungsprozess zur Erstellung einer nationalen Nachhaltigkeitsstrategie oder eines nationalen Umweltplans auf den Weg gebracht.
