Zusammenfassung

Internationale und globale Umweltpolitik vollzieht sich unter den besonderen Bedingungen des internationalen Systems. Dessen grundlegende Einheiten, die Staaten, zeichnen sich durch ihre grundsätzliche Souveränität aus (vgl. dazu z.B. Milner 1991). Auf dieser Grundlage hat sich eine besondere institutionelle Struktur der internationalen und globalen Umweltpolitik herausgebildet. Internationale Regime und internationale Organisationen bilden die Hauptelemente dieser Struktur. In ihnen bilden und entwickeln sich Verfahren und Regeln, die dazu dienen, gemeinsam Entscheidungen zu treffen und umzusetzen. In diesem Rahmen stellen sich der internationalen Umweltpolitik verschiedene Probleme, für die sie Lösungsansätze entwickelt. In der Diskussion über mögliche Lösungsansätze spielen Innovationspotenziale, die in der Reform und Weiterentwicklung der gegenwärtigen institutionellen Arrangements internationaler Umweltpolitik liegen, eine besondere Rolle.
