Zusammenfassung
Die Bedingungen für eine erfolgreiche Initiierung und Konsolidierung von Reformen sind seit alters ein zentrales Thema der Politikwissenschaft. Dies hat nicht zuletzt damit zu tun, dass bei vielen Politikwissenschaftlern zwei Dinge zusammenkommen: einerseits eine reformerische Grundorientierung, andererseits das Wissen um die politischen Widerstände, die die Verwirklichung von Reformen so notorisch schwierig machen. Das resultierende Spannungsverhältnis lässt sich unterschiedlich entschärfen: durch die „realpolitische“ Rücknahme von Reformambitionen, durch die „voluntaristische“ Verdrängung bestehender politischer Restriktionen — oder eben durch die eingehendere Beschäftigung mit den Faktoren, die die Fähigkeit einer Regierung, kohärente Reformen zu formulieren und gegen politische Widerstände durchzusetzen, beeinflussen.
