Dieser Beitrag befaßt sich schwerpunktmäßig mit den tatsächlichen Entwicklungen im Bereich des sozialen Engagements im vergangenen Vierteljahrhundert. Am Schluß des Kapitels werden die Entwicklungen vor dem Hintergrund der politischen Partizipationsförderung und der derzeitigen internationalen Diskussion über die ‚Civil Society‘ diskutiert.
