Zusammenfassung
In den osteuropäischen Staaten unterliegen die wirtschaftlichen und politischen Strukturen seit Beginn der neunziger Jahre enormen und raschen Veränderungen. Mit der politischen Transformation einher ging der Umbau der monopolartig ausgerichteten Wirtschaftssysteme von der Plan- zur Marktwirtschaft und dem Aufbau eines breiten privaten — und auch kleinbetrieblichen — Sektors. Mittlerweile trägt der gesamte private Wirtschaftssektor in vielen osteuropäischen Ländern einen erheblichen Teil zu Produktion und Beschäftigung bei. So stieg der Anteil des privaten Sektors am Bruttoinlandsprodukt von weniger als 10 v.H. in etlichen Ländern auf wenigstens 40 v.H., in Staaten mit raschen Reformen liegt er in der Regel sogar schon über 50 v.H. Gerade die ersten Jahre der Transformation waren dabei in vielen osteuropäischen Ländern geprägt von einem Gründungsboom kleiner und mittlerer Unternehmen (KMU), deren Zahl mit Einführung der Gewerbefreiheit rapide anstieg, wenngleich zunächst vor allem im Handels- und Dienstleistungsbereich, während die Entwicklung kleinbetrieblicher Strukturen im industriellen Bereich nur langsam vonstatten geht. Fast ein Jahrzehnt nach Transformationsbeginn bietet sich ein idealen Zeitpunkt für eine vorläufige Bilanz. Dieser Artikel konzentriert sich dabei auf folgende Schwerpunkt: Der erste Teil beschäftigt sich mit den hauptsächlichen Problemen und Hemmnissen, die in Transformationsländern dem Betriebswachstum — möglicherweise — entgegenstehen. Im zweiten Teil werden die institutionellen Mechanismen der Förderung kleiner und mittlerer Unternehmen mit Blick auf die bisherigen Förderpraktiken und Erfahrungen untersucht. Ein dritter Teil faßt die Ergebnisse mit Blick auf mögliche Lehren der ersten Transformationsjahre zusammen.
