Abstract

Globalization is not merely an economic process. To quote Lübbe, it involves an “evolution of our present civilisation” (Lübbe 1996, 42). It is a process of change, from which there is no going back, in which the economy is acquiring at the present time a dynamizing force in the globalizing process. Globalization means nothing other than “reducing distances in both space and time”. Globalization brings together places and people. It represents, therefore, the prime economic criterion: not to have scarce resources underused or poorly used due to their location, not to have an inadequate division of labour, not to have waiting times during which the resources available are unused. Globalization, therefore, demands the effective use of available resources as well as the utilisation and development of available capabilities.
