Zusammenfassung

Dieser Beitrag untersucht, wie die beiden zentralen Prozesse repräsentativer Demokratie, nämlich Parteienwettbewerb und Wahlen, in der Europäischen Union funktionieren. Entsprechend dem Modell der Wettbewerbsdemokratie gehen auf mitgliedstaatlicher Ebene Parteien und Wahlen Hand in Hand. Es gibt gleichzeitig ein wachsendes Parteiensystem auf europäischer Ebene: Europaweite Wahlen werden alle fünf Jahre abgehalten und Organisationsstrukturen der Parteien gibt es sowohl im Europäischen Parlament (Fraktionen) als auch zwischen den Führern nationaler Parteien (transnationale Parteiverbände). Trotzdem ist die EU noch weit von einer Wettbewerbsdemokratie entfernt.
