Zusammenfassung
Der Prozess der Entwicklung und Einführung von Kosten- und Leistungsrechnungssystemen in osteuropäischen Ländern zeichnet sich einerseits durch den Wettstreit zwischen den traditionellen Gewohnheiten und Erfahrungen aus der Zeit zentraler Planwirtschaften und andererseits durch die Notwendigkeit zur Lösung praktischer Managementprobleme aus. In planwirtschaftlichen Systemen richteten sich die Unternehmen nicht nach wirtschaftlichen Aspekten wie zum Beispiel der Frage, welche Waren hergestellt und auf welchen Märkten diese verkauft werden sollten, um höchstmögliche Gewinne zu erzielen. Die Entscheidungsprozesse waren hochgradig zentralisiert. Informationen aus dem Rechnungswesen waren für den Entscheidungsprozess oder die Leistungsbewertung nicht von Bedeutung. Veränderungen in den wirtschaftlichen Rahmenbedingungen drangen zu den Unternehmen nur über “zentrale Filter” durch. Flexible Reaktionen des betrieblichen Managements auf äußere Einflüsse waren nicht gefragt.
