Zusammenfassung
Wir müssen uns darüber im klaren sein, daß mit Begriffen wie City und Town zunächst einmal nichts anderes gemeint ist als eine Gemeinde innerhalb ihrer administrativen Grenzen mit einem ganz bestimmten Verwaltungsstatus. In den Vereinigten Staaten ist eine sogenannte Corporate oder Legal City eine Gemeinde, die nach Erreichen einer Mindesteinwohnerzahl, im Staate Pennsylvania etwa 10000 Menschen, im Staate Kansas dagegen bereits ab 1000 Menschen, auf Antrag und durch Beschluß der einzelstaatlichen Regierung eine City Charter verliehen bekommen hat. Eine solche Charter setzt die administrativen Grenzen der Stadt gesetzlich fest und weist ihr einen bestimmten Verwaltungsstatus zu. Es handelt sich entweder darum, daß eine solche Stadt von einem Bürgermeister (mayor) und einem Stadtrat (board of aldermen) oder aber von einem Stadtdirektor (city manager) mit einer Ratsversammlung (city council) verwaltet wird.
