Abstract
The only value that information has to management is to allow better decisions to be made. It seems hardly necessary to defend the principle that management information is valuable only so long as it helps in the decision process, and yet, of the several dozen major management-oriented information systems that I have seen, none were explicitly oriented to decision making. In most cases, the systems designer systematically neglected the decisions that could be made from the information, in favor of analyzing questions that could be answered by manipulating the data.
