Zusammenfassung
Eine vollentsprechende Planung und Organisation forstlicher Bodenbenutzung in den Entwicklungsländern muß auf einer breiten und, soweit möglich, gründlichen Basis von Tatsachen physischen und kulturellen Charakters aufgebaut werden. Es ist daher die erste Pflicht eines forstlichen Organisators, sich die Kenntnis dieser Tatsachen zu erarbeiten, damit er seine Planung danach anpassen kann. Eine einfache Übertragung allgemeiner Kenntnisse und Erfahrungen genügt nicht. Das Studium dieser Tatsachen dauert lange. Erst nach ein bis zwei Jahren wird ein erfahrener Organisator, dem die Verhältnisse in unterentwickelten Ländern vertraut sind, in der Lage sein, praktisch wertvolle und durchführbare Vorschläge zu machen. Der folgende Abschnitt ist einer kurzgedrängten Darstellung der wichtigsten dieser Tatsachen in Äthiopien gewidmet.
