Zusammenfassung

Seit ihrem Beitritt zur Europäischen Union im Mai 2004 partizipieren die neuen EU-Mitgliedsstaaten als gleichberechtigte Partner an der Strategie der Europäischen Union zur Bekämpfung von Armut und sozialer Ausgrenzung und an der Methode der offenen Koordinierung (MOK) im Bereich sozialer Eingliederung. Der folgende Artikel befasst sich mit der Situation von Armut und sozialer Ausgrenzung in den mittel- und osteuropäischen Mitgliedsländern1 zum Zeitpunkt ihres EU-Beitritts2 und geht dabei primär der Frage nach, inwieweit sich die jeweils länderspezifisch unterschiedliche Ausgangslage mit den auf der EU-Ebene entwickelten Definitionen und Indikatoren erfassen lässt. Als Grundannahme wird vorangestellt, dass die neuen EU-Staaten trotz vieler Gemeinsamkeiten und einer gemeinsamen historischen Entwicklung in den letzten 50 Jahren in vielen Bereichen stark divergieren. Gerade diese regionalen und nationalen Unterschiede verlangen eine stärker ausdifferenzierte Armutsstrategie von Seiten der Europäischen Union.
