Zusammenfassung
Ungeachtet der langfristigen sozialen und ökologischen Grenzen des Wachstums (Hirsch 1980; Meadows u.a. 1980) und der berechtigten Zweifel bezüglich des Bruttoinlandsprodukts als adäquater Wohlstandsindikator1 ist das an der Veränderung des Bruttoinlandprodukts gemessene Wirtschaftswachstum und das davon mitbeförderte ökonomische Entwicklungsniveau eines Landes wohl die wichtigste Einflussgröße, welche die individuellen Lebensbedingungen und Lebenschancen seiner Bewohner substanziell und nachhaltig determiniert: Die Feststellung der Weltbank, wonach „stets die Armen vom Wirtschaftswachstum profitieren“2, mag vielleicht etwas zu euphorisch sein, unzweifelhaft besitzt das Wirtschaftswachstum jedoch eine ungeheure sozialpolitische Bedeutung (Ranis u.a. 2000). Diese sozialpolitische Wirkung entfaltet sich auf zumindest zwei Wegen3. Das enorme Wachstum der westlichen Ökonomien im 20. Jahrhundert wurde von einem bislang unvergleichlichen Anstieg der Realeinkommen und folglich von einem nie zuvor erreichten privaten Wohlstandsniveau begleitet (Rosenberg/Birdzell 1986). Auf den enormen Stellenwert dieser „anonymen Sozialpolitik des Marktmechanismus“ hat etwa Hans Rosenberg (1976: 217) in seiner Analyse der Sozialpolitik in der Bismarckzeit hingewiesen, die er zunächst sogar für wichtiger als die sozialstaatliche Politik eingestuft hat.
