Jenseits der Expansion? Sozialpolitik in westlichen Demokratien 1975–1995

Zusammenfassung

Bis weit in die 80er Jahre des 20. Jahrhunderts stand die international und historisch vergleichende Wohlfahrtsstaatsforschung überwiegend im Zeichen der Expansion, insbesondere jener rund drei Nachkriegsdekaden bis Mitte der 70er Jahre, während der die Wohlfahrtsstaaten Kontinental- und Nordeuropas einer forcierten Ausbaudynamik unterlagen. Schon die Titel von Jens Albers (1982) Vom Armenhaus zum Wohlfahrtsstaat und der von Peter Flora editierten Growth to Limits-Bände (u.a. Flora 1986) können als prominente Beispiele einer komparativen Wohlfahrtsstaatsforschung dienen, welche vornehmlich die Expansion aus international und historisch vergleichender Perspektive zu dokumentieren und empirisch-analytisch zu durchleuchten suchten. Erst im Zuge zunehmender sparpolitischer Bemühungen in einer Reihe von wirtschaftlich entwickelten OECD-Demokratien häuften sich die Forschungsanstrengungen zur kontraktiven Sozialpolitik in westlichen Demokratien. In diesem Zusammenhang ist insbesondere die Dismantling the Welfare State?-Studie von Paul Pierson (1994) über die konservativen Rückbauprojekte unter der Reagan-Administration in den Vereinigten Staaten und den Thatcher-Regierungen in Großbritannien zu nennen.
