Zusammenfassung

Bis zum Zusammenbruch der Sowjetunion besaß die Belarussische Sowjetische Sozialistische Republik (BSSR) nur sehr beschränkt die Fähigkeit zur Selbstgesetzgebung.2 Ihre Autonomie vom Moskauer Zentrum war sowohl juristisch als auch faktisch limitiert. Die historisch bedingte Mitgliedschaft der BSSR in der UNO besaß nur symbolische, aber keine faktische Bedeutung. Zudem war die politische Weisungsmacht der Kommunistischen Partei innerhalb des Einparteiensystems konstitutionell verankert. Der belarussische Oberste Sowjet ersfiülite in diesem Kontext keine demokratisch-parlamentarischen Funktionen. Da politischer Wettbewerb nicht stattfand, war er lediglich ein staatliches Dekorations- und Legitimationsorgan. Der Ministerrat und das Zentralkomitee der Kommunistischen Partei dominierten den politischen Prozess. 3

Dieser Beitrag befasst sich mit der Frage, wie die andauernde Schwache des Minsker Parlaments zu erklaren ist. Seine faktische Einflusslosigkeit, die Eigenarten der belarussischen Entwicklung sowie die desolate Datenlage veranlassten dazu, die institutionalistischen Analysekriterien dieses Buches weniger stringent anzulegen und statt dessen das Wechselspiel und die geringe Lernbereitschaft der politischen Akteure stärker zu beleuchten.
