Abstract
The present study investigates an important (if not the essential) step of urban development planning: the safeguarding of the objectives formulated for urban development by alternative projection values for the population as a central reference value for planning activities. As decision-taking instruments, these fore-casts are means of fixing objectives/securing target values and of development control.
