Wohlfahrtsregime in Ostasien Strukturen, Leistungsprofile und Herausforderungen

Zusammenfassung

Die international vergleichende Wohlfahrtsstaatsforschung hat die ostasiatischen Wohlfahrtsregime bislang eher stiefmütterlich behandelt. In den letzten vier Dekaden haben zahlreiche Länder in der Region ein bis dahin ungekanntes Wirtschaftswachstum und eine signifikante Verbesserung der menschlichen Lebensbedingungen ihrer Bürger erlebt. Abgesehen von Japan, das aus verschiedenen Gründen eine Ausnahmestellung einnimmt, wurde die Rolle der Sozialpolitik in diesem Prozess jedoch kaum beleuchtet. Erst mit der so genannten Asienkrise von 1997–1998 hat das Interesse an den Strukturen und Leistungsprofilen der Wohlfahrtsordnungen in der Region deutlich zugenommen. Besondere Aufmerksamkeit kommt hierbei der Frage zu, welchen Beitrag wohlfahrtsstaatliche Politiken zur Linderung der sozialen Folgeerscheinungen der Wirtschafts- und Finanzkrise leisten oder leisten können. Vor diesem Hintergrund untersucht der vorliegende Beitrag die Wohlfahrtsregime in Indonesien, Malaysia, Philippinen, Singapur, Südkorea, Taiwan und Thailand. Diese Länder ringen immer noch mit den Auswirkungen der Asienkrise, insbesondere mit geringen mittelfristigen Wachstumsaussichten und steigender Arbeitslosigkeit. Hierbei geht der Beitrag in sechs Schritten vor. Im Anschluss an einige einleitende Bemerkungen zu den vorherrschenden Forschungstrends in der komparativen Wohlfahrtsstaatsforschung zu Ostasien werden die Entwicklung und Profile staatlicher Sozialpolitik in der Region knapp skizziert. Daran schließt sich im dritten Abschnitt ein kurzer Überblick zu den Strukturen und der Wirksamkeit der sozialen Sicherungssysteme in der Region an. Im vierten Abschnitt werden die wohlfahrtsstaatlichen Leistungsprofile diskutiert. Der fünfte Abschnitt bietet einen Überblick zu den wohlfahrtspolitischen Implikationen der Asienkrise. Der Beitrag schließt mit einigen Überlegungen zu den Reformorientierungen, Herausforderungen und Perspektiven der Wohfahrtsregime in Ostasien.
