Abstract
A new approach for the construction of an effective Lagrangian of the electromagnetic field with arbitrary spatial configuration in a dense medium is proposed. The constructed effective Lagrangian has been used for the investigation of the interaction between charged fermions in a dense environment. The possibility for formation of metastable electron bound states in a presence of external magnetic field is shown.
